An extraordinary educator, a teacher of excellence and an astute leader. These are the phrases uttered by her colleagues when she retired in the government service. Her perceptiveness as a leader transcended all boundaries and for her, that path was endless-not only confined to the walls of office, but to the cultural arena where her scope for creativity was incomparable. She is an epitome of determination, dynamism and industry. In her stint as the OIC Chief of the School Governance and Operations Division, she had positively transformed her peoples’ perception towards work. Her influence to good governance resonated in the Division of San Carlos City and her dedication and commitment will surely be missed.
Her aura radiated in the vastness of education. Dr. Castro is a phenomenal woman at its helm during those metamorphic periods – periods that saw the birth of incredible programs which had changed the educational landscape. Her passion for excellence was manifested during her administration as principal of Abanon National High School. She crafted and molded it into a leading public school in Region I in terms of instructional leadership and participation in various contests. Her monumental contribution to this school made her the Education Program Supervisor in Mathematics in the Division of San Carlos City and eventually promoted as the SGOD chief.
Behind these oozing achievements, she exemplifies various faces of being a leader and these are as follows:
Leader of unconditional love. She is married to Mr. Conrado M. Castro and they’re blessed with 6 children. She will do everything to raise and protect her children. Her infinite love and support to them made them all professionals with the youngest soon to be one as he is now having his on-the-job training in Israel. Her children are Engineer Ursula C. Rosario, Engineer Roela Castro, Ms. Sylvia R. Castro (Accountant), Mr. Ulysses R. Castro (Teacher/RN), Dra./RN Lourdes R. Castro and Jhon Michael R. Castro (Student)
Respected leader. She does not only lead; she influences and transforms others. She leads by example. She works more for others and less for herself.
Leader with green thumb. In spite of her hectic schedule, she manages to plant various crops as a form of relaxation. In her backyard, you will see all the vegetables mentioned in the song, Bahay Kubo. Her industry towards everything was something that she inherited from her parents.
Leader who cooks. This is a revelation for some of you. We often see her holding a pen and a paper in the division office but did you know that Dr. Castro is a good chef? In the house, she holds a knife and a chopping board. She cooks the vegetables that she harvests from her backyard. Her family and friends give two thumbs up every time they tasted the foods that she prepared.
Leader of intellect. A tin can which is empty is noisy. Far from this adage is a woman who is humble. A woman who listens more and talks less. She is an achiever. A consistent honor student from elementary to high school, cum laude in the tertiary level and she is a doctorate degree holder.
A pious leader. She believes in her Creator. A leader who knows that her identity is rooted in her Maker. Her strength and vision come from daily prayer.
After more than 40 years in the government service and at the age of 63, she finally retired last May 18, 2018. Her legacy in the department of education is remarkable and will forever be treasured. Her service in the Division of San Carlos City may end but her advocacy on moral and academic excellence continues.
