SAN CARLOS CITY, Pangasinan – Thirty-eight (38) out of 98 aspirants from the Schools Division of San Carlos City passed the Principals’ Test (formerly known as National Qualifying Examination for School Heads or NQESH) administered by the Department of Education through the Bureau of Human Resource and Organizational Development (BHROD) and Quality Assurance Divisions of the Regional Offices (RO-QAD) last December 17, 2017 in 22 testing centers nationwide.
Among the 38 passers, 27 are in elementary and 11 are in high school. This year’s percentage of passers, 38.78 % surpassed last year’s 0.01 % wherein only 1 out of 73 registered position seekers passed. Dr. Jenifer B. Ferrer, who is now the principal of Lilimasan Elementary School, was the only passer then among the takers. This year’s result boosted SCC making history in the division.
The 2017 Principals’ Test results, including the list of passers were released by DepEd through a memorandum on May 29, 2018, 5 to 6 months after the exam. According to the Summit Express, there were 5, 111 (24.75 %) out of 20, 653 takers nationwide who passed the said test.
“Out of thousands of takers, God really answered our prayers in His perfect time,” said the first-time test taker Mr. Edgar Samera, Master Teacher I of Supo Elementary School. “Advanced review and keeping my faith are my keys,” he added.

Passing the Principals’ Test is one of the requirements for the appointment as school principal. It also serves as a mechanism for selecting school heads in public education sector.
In order to be qualified in taking the test, the applicant shall meet any of the following: one (1) year as Head Teacher; two (2) years as Teacher- in-Charge or Master Teacher; five (5) years as Teacher III or SPED Teacher; five (5) years as incumbent public school teacher who has five (5) years of managerial and supervisory experience in a DepEd-recognized private institution or Commission on Higher Education (CHED)-recognized Higher Education Institution (HEI).
The test covered thinking questions relevant to the role of a SH anchored on the domains of the National Competency-Based Standards for School Heads (NCBSSH). These include topics from School Leadership, Instructional Leadership, Creating Student-Centered Learning Climate, Human Resource Management and Professional Development, Parent Involvement and Community Partnership, School Management and Operations, and Personal and Professional Attributes and Interpersonal Effectiveness.
